Lenin delivered a report on a draft Decree on Land . In its first part, written by homself, he set forth the principal provisions of the agrarian programme of the Bolshevis: the immediate abolition of the big-landed estates and the transfer of land to the peasants.
The second part of the decree included the "Peasants Mandate on Land", which was to serve as guidelines for the implementation of agrarian reforms in Russia. It was compiled from 242 mandate of peasant of various localities, drafted earlier for the First All-Russia Congress of Peasant' Deputies.
