With the current level of supply and demand in urban transport, traffic congestion in
Surabaya is still within the manageable limit, although air pollution has started
worsening. Nevertheless, local city government cares to draw lessons from the other
cities in the Asian region to prevent the congestion problems from becoming disastrous.
The authority follows the World Bank’s Urban Transport Strategy Review (Menckhoff,
2001) which states that delayed implementation of policy is among the main reasons to
cause severe traffic disasters.
