This article discusses the current government bureaucracy in Indonesia is multi dimensional and
protracted as the vicious cycle, and discusses how systemic and dynamic approach to good governance can
make us to get out of the vicious circle and damage in an innovative way. Efforts to reform the government
bureaucracy in Indonesia will not be successful if it is done in a linear mindset that does not address the root
problem. It takes a willingness to improve the pattern with the Indonesian government to implement a community
public services as desired. This study used a qualitative approach. The results of this study, to solve complex
problems required a dynamic and comprehensive strategy which consists of four areas: political leadership,
harmonization of public policies (including rules and regulations), the use of the merit system in government
agencies, and free from corruption movement.
