constructivists and feminists go much further than economic structuralists, liberals, or realists in focusing their attention on purpose in international politics. Constructivests argue that much of the variation in the behavior of states and other actors cannot be accounted for by changes in the distribution of material power, as defined by realists, liberals, and economic structuralists. Rather, they say, change is explained by the evolution of the goals of actors, and in particular by the emergence of shared purpose in the actions of actors in the global arena.
