It remains to be debated whether public policy changes are sufficient to lead to the
development of HPWS. A point that can be raised in this debate is whether government-lead
initiatives can in fact stunt the growth of HPWS. In Malaysia, the move into the Information
Age is marked by an initiative to develop the electronic government. This initiative is
intended to become a stimulus for the IT industry and subsequently the formation of the
informated work place. However, such a government-led initiative tends to cause Malaysian
IT firms to be dependent on government projects instead of seeking to compete on the more
competitive global market
