Please inform the client that her payment didn't go through. It was declined in the payment processing system with the following error code:
Decline (general, no comments) "Do not honour"
This can mean that the Client made a mistake in Credit card details/ there is a CC limit/ there is not enough money on CC / etc.
Please kindly ask the client to contact her bank. The total amount that was supposed to be taken from client's card is 1025 USD (1000 USD deposit + 25 USD fee).
