Donations of Breast Milk Substitutes (BMS), such as
infant formula, other milk products, e.g. powdered
milk, or of feeding equipment e.g. bottles and teats:
‐ a regular feature in the ‘aid’ appeals and response
to many emergencies
‐ may reflect well‐meaning intentions
‐ are an example of ‘donor‐led assistance’ based on a
perceived need but not in response to actual need
based on assessment.
‐ expose infants and young children to serious risks.
‐constitute violations of the International Code of
Marketing of Breastmilk Substitutes and
‐in contradiction with key provisions of the
Operational Guidance on IFE.
