Conclusions In conclusion we could say that no single existing theory explains the international politics of small states adequately. They fail to account for different behavior of two small states with similar economic and physical limitations. The level of awareness, domestic institutions, culture and the nature of political structure and stability determine their international behavior. This suggests that there can be no universal theory which can explain the behavior of small states with different culture, politics, domestic institutions and perceptions of security. A next stage of study, involving different experts of foreign policies on Bhutan and Nepal, could go a long way in confirming the some suggestive explanations provided to their different behavior towards India.
