The financial situation of public bus operatorswas quite dire as of
2006, yet, Table 3 shows that the average costs of public operators
were twice as high as those of private operators. Each cost itemwas
also higher for public operators. Salaries of public bus drivers were
higher as compared to those of private operators. The cost of
providing public bus services tends to be higher than that of private
operations because of higher wage and salary levels, higher retirement
payouts due to longer average work tenure, shorter work
hours, and rigid work agreements (Terada, 2000).4 It remains a fact
that public buses are usually operated in urban areas, which are
characterised by high costs of living; therefore, higher salaries are
unavoidable to some extent. In fact Table 4 indicates that companies
operating in metropolitan areas have high labour cost compared
with other areasdabout 100. However, there is still a gap between
public and private labour costs even when taking into account the
operating location (metropolitan and other areas). This is equally
true of the average cost of operators classified in the number of
vehicles. Table 4 indicates that, as the scale of operators becomes
larger, the labour cost becomes higher in both private and public
operators, however, the cost difference between the two ownership
structures exists at any size of operation.5 In 2006, the average public
bus driver earned 7620 thousand per annum, whereas his/her
counterpart in the private sector earned 4920 thousand per annum.
Local bus service operation is quite a labour-intensive industry, so
the rigid wage systems of public bus operators have contributed to
the present poor financial status of local bus operators.
