You are doing things in the wrong order. If you find other activities in your life you enjoy you will stop watching tv and playing video games. If you just stop doing those things all you will accomplish is making yourself bored and lonely because you haven't replaced it with anything. The only real point to blocking yourself from those activities is if you want to force yourself to do something you dislike such as housework or studying. If your goal though is to do more outside activities and go make friends it will work better to do that first and the tv and video games will fade in to the background on their own.
It does help though to restrict your tv watching to the internet. I haven't gotten tv service in over 5 years. I stream everything which means I have to look up a specific show I want to watch and I watch it with no commercials when I have nothing else to do such as 10 or 11 pm when I'm done with stuff for the day. Instead of being a slave to the tv schedule of things coming on at 5 or 6 when I could be outside and the addiction of channel surfing where you end up watching things you never would have chosen to just because that's all that's on.
