Community structure in urban areas
Urban areas in Vietnam have a community structure through which the information on
state policy is disseminated. Situated between ward, the lowest level of government
administration having population from 10,000 to 15,000, and families, the community
structure includes resident clusters at lower level and resident groups, comprising 25 to
30 households, at other level (Duc, 1998). Leaders of clusters and groups are usually
middle-aged, long-term and well-behaved residents, which are nominated and elected
by neighbours.
