what we are trying to make sure is that there is locate antonomy,and we quote Tip O'Neil,the former speaker of US House of Representative,who said that "all politics is local" . well,for more than 32 years in Indonesia,all politics was central.And even now after the 1999 electons wist proportional representation all politics is still pretty much central because Members for Parliament and the candidates are all controlled by the parties and all of these parties are Jakarta-based parties. By having a district system of election and a bicameral parliament,we can make sure that all politics are local and those in Jakarta would also serve the interest of people in the local community
