Gill (2004) adds that although there are significant conceptual overlaps (especially
elemental concepts such as people and places) between cultural institutions, content
descriptions still vary according to many factors, such as collection type and curatorial
approach. Because of this diversity, no single KOS has been devised to meet the needs
of all these institutions. In addition, the European Commission Directorate-General for
the Information Society (2002) report points out that the cultural heritage sector has a
tendency to “re-invent the wheel” – developing similar standards in individual
domains – and exhibits some resistance within the community to give up what has
already been achieved. With the lack of common standards for knowledge organization
across the cultural heritage community, it is difficult to facilitate seamless access to
resources in cultural networks.
