It would be totally unfair to criticize the Government for
not being able to solve the ongoing traffic congestion.

The fast growing economic development in the country,
together with more prosperous and a higher standard of
living of the citizens contributed to a higher mobility
within the Metropolis. In fact, the growth rate of the
country’s economic development escalated too fast and
perhaps much faster than infrastructure development,
causing limited road space to cope with the ever increasing
demands in automobile travel. Nonetheless, the
Government did not totally overlook this problem despite
many hindrances. The most obvious and also the
most critical hindrance is the lack of financial resources.
Moreover, they are also faced with disputed settlement
problems, the ever growing environmental protection
group and political pressures. These hindrances have

either delayed construction, or prolonged implementation
