Increasing cross-border worker movements have posed complex challenges to governments. Porous borders and large informal economies in many countries have made the management of migration problematic, especially the task of protecting the rights of migrant workers. The ASEAN Declaration on the Protection and the Promotion of Rights of Migrant Workers, signed on 13 January 2007 at the 12th ASEAN Summit, Cebu, the Philippines, signals recognition of the increasingly important role of migrant workers in regional economies and of the responsibility all Member States share in ensuring the protection of the rights of migrant workers.
