Yes there is another way to appeal that the limits will be increased and that is for you to answer the questions that we will provide you. There are also things that need to be considered before the limits will be increased.
I checked your account and your existing limits. eBay has invested in you as a seller and we’re always happy to figure out the best way to make you the most successful, while maintaining a happy balance between safety and success. Before listing a large number of items on eBay, we ask our members to establish an excellent selling history and show that they are able to meet the needs of their customers. Yes every seller has an overall limit, and there are additional limits for certain types and categories of items. These limits vary by seller and may be lowered if a seller doesn't meet our seller performance standards.

Sellers are limited in the total number of sold or active listings they can have in any month. If an active listing sells, it counts toward the limit. If the listing ends without the item selling, it no longer counts against the limit. For example, if your limit is 100 sold and active listings per month, and you create a fixed price listing for 100 items, you've reached your limit. But if that listing ends 7 days later and you've only sold 10 of the 100 items, you can list 90 more items that month. You can continue this way until you've sold 100 items. Once you reach your limit, you have to wait until the beginning of the next month to list more items.
Listings that carry over from one month to the next also apply to this limit. For example, you list 100 Good 'Till Cancelled items on May 1. By May 31, 50 of them was sold. You can only list another 50 items between June 1 and June 30, unless you cancel some of the 50 active Good 'Till Cancelled listings. Once you've reached a limit, you'll see a red alert at the bottom of the "Monthly selling limits" section, letting you know you won't be able to sell more items in the current month. If your seller performance is good, you may be able to increase your limits.

To avoid delays:
Please add "Attn: GEO" on the top of the "Comments" section along with the username and email address of the suspended account.
Don't Photoshop your username onto any documents.
Be sure your submitted documents are current, valid, and legible.
The contact information on the documents you send us needs to match the information on your eBay account. If it doesn't, you'll need to let us know in writing why there are differences. If your address on eBay is your work address, you'll need to send us proof in writing so we can confirm that. Once you've sent us this information, you should receive a reply within 7-10 days.
