Barnard argues that organizations create their own moral codes. An individual code for organizational behavior derived from the organization's moral code is one aspect of the organizational personality. A condition of organizational responsibility is present when the organization's moral code governs the individual's behavior in the organization. Barnard notes that individual and organizational moral codes sometimes conflict, and that, more frequently, there is conflict among the several moral codes of the organization itself. Furthermore, moral complexity with a high potential for internal conflict is likely under conditions of high physical and social activity.
