IT management is organised in many hospital around two streams of decision
workflow, the administrative information management from one side (e.g., billing,
accounting, payrolls) under the direction of a chief information officer (CIO) and
the health information management under the direction of a chief medical information
officer (CMIO) (Fig. 12.4, left column).
In depth analysis of a hospital information system may show that this duality is
antagonist to the key objective of a HIS. A data element, e.g. patient age can be
considered an administrative or a medical item depending on the context of use. In a
university hospital all pieces of information can support clinical or translational
research.
For a hospital, IT management can be controlled by an IT governance committee
attached to the hospital governance or strategic committee that will guaranty the
alignment of the IT strategy with the overall hospital strategy.
The IT commission is the place where the IT manager(s) should discuss with
end-user representatives of the application modalities of the IT strategic plan. Ad
hoc groups can be created for any given specific project.
