1. Introduction
This document seeks to provide clarity on the advocacy goals and strategies of the ASEAN SOGIE Caucus in engaging with identified target groups for increased collaboration and cooperation in laying foundations that would bring positive changes to the lives of LGBTIQ persons. This framework also positions ASC to influence policy makers and other human rights duty bearers in challenging homophobic and transphobic discourses and practices at all levels.
This document is primarily intended for ASC members and its networks and partners. This document while provides guidance on the overall advocacy directions of ASC, recognizes the necessity for its members and networks to redesign and re-strategize the framework to suit the local contexts where they work.
In the context of this document, two definitions of advocacy are used. First, is the definition of UNICEF which describes advocacy as “deliberate process, based on demonstrated evidence, to directly and indirectly influence decision makers, stakeholders and relevant audiences to support and implement actions that contribute to the fulfilment of [human rights of all persons]”. Another definition which was provided by Save the Children describes advocacy as “a set of organized activities designed to influence the policies and actions of others to achieve positive changes…based on the experience and knowledge of working directly with children, their families and communities.”
Using the two previous definitions, ASC views advocacy as a process that seek to utilize information (evidence of violations, principles and good practices) to mobilize fellow activists and allies to influence government and other duty-bearers to make their decisions and actions realize the human rights of LGBTIQ persons.
Also in the context of framework, advocacy is further conceived of as having three different dimensions where each describes its objectives. These three dimensions are the following: “citizen empowerment and citizenship building” (transformational objective); “strengthening civil society and building social capital” (developmental objective); and “influencing policy outcomes and achieving a reform agenda” (instrumental objective).
