AIDS: National Organizations Responding to AIDS (NORA) is helping to spearhead
critical legislative efforts that include reauthorizing the Ryan White CARE Act,
opposing mandatory testing proposals, and protecting the needs of people with
AIDS in the debates over Medicaid and other Federal health programs. Led by a
newly elected nine-member executive committee, NORA's membership now numbers over
150 organizations and is cochaired by Winnie Stachelberg, of the Human Rights
Campaign Fund, and Gary Rose, of the National Association of People With AIDS.
Founded in 1987 by the AIDS Action Council and others, NORA is dedicated to
fighting for a fair and effective Federal response to AIDS. NORA's recent efforts
have included briefings for the Senate and House on the Ryan White CARE Act and
yearly budget recommendations for AIDS programs to Congress.

The Programme of Happiness. Responses to ICPD.

PIP: More than twenty million poor families live in impoverished areas of China,
where the birth rate exceeds the national average by 10%. Mothers in these
households bear heavy burdens in the struggle to obtain adequate food and
clothing for their families. The Program of Happiness was launched February 1995
in Beijing with the goal of helping impoverished mothers living in rural China.
It is sponsored by the China Population Welfare Foundation, the China Family
Planning Association, and the China Population Newspaper under the overall
leadership of Mme. Wang Guangmei, wife of the Late President of the State Liu
Shaoqi, and member of the Standing Committee of the Chinese People's Political
Consultative Conference. The program sent two teams into Guizhou and Gansu
provinces to interview more than 100 impoverished families living in 28 villages
in nine counties about their living conditions and life circumstances, the
relationship between their poverty and the local level of development, and the
kinds of services most needed. A lack of schooling, poor health, low economic and
social status, and frequent childbearing were common problems affecting poor
mothers in the sample. Women represent more than 80% of all illiterates in
Guizhou province and they suffer disproportionately from gynecological problems.
Another study found 87% of more than 400 women examined to have current
gynecological disease. The three major goals of the program are to combat poverty
through economic development, combat illiteracy, and promote good health. The
program has to date raised more than RMB1.423 million yuan mainly from China's
enterprises and many individual donors.
