This means in effect, that the organization must be able to estimate the position of other relevant organizations and their will ingness to enter into or alter relationships often, too, these matters must be determined or estimated without revealing one's own weaknesses, or even one's ultimate strength. It is necessary of advantageous, in other words, to have the consent or acquiescence of the other party, if a new relationship is to be established or an existing relationship altered. For this purpose organizational administrators often engage in what might be termed a sounding out process.
