The primary objective of the research study was to develop a reliable, accountable
and sustainable mechanism to reduce worker’s non tool time and to make sure a
larger portion of crew time is spent on producing the output resulting better
productivity performance in projects. The paper justifies the need to have a
continuous process planning and controlling techniques with the aid of a dedicated
productivity person called “Construction Productivity Improvement Officer (CPIO)”
to improve a sustainable productivity improvement system for construction projects.
The definition of the CPIO is “a dedicated person or a team who undertakes all the
productivity related planning, estimating, communicating implementing and
reviewing processes of one project or several projects simultaneously, under the
instruction of Project Manager” (Ranasinghe et al. 2011).
