Is anyone in Rangoon listening? Certainly there is a group of senior economists and civil servants living in Rangoon, most of them with international experience, who have over the past few years tried to initiate a policy dialogue on economic policy reform with the military regime. They are likely to be supportive of most of the policy prescriptions in this volume. It is possible (although outsiders have no way of determining this) that some members of the armed forces would be sympathetic. So would some (although perhaps not all) of the opposition forces grouped around the NLD.
