At both the classroom and the school level, the development
of an effective learning climate is based on
structure and support. In terms of structure, students
need to have a clear understanding of the behavioral
rules and expectations of the classroom, and these
expectations must be communicated directly and
frequently and consistently enforced. Yet we also know
that support is essential. To be both effective and culturally
responsive, teachers can develop and maintain
strong, positive relationships with their students by
consistently communicating that they are firmly committed
to supporting all of their students in meeting
those high academic and behavioral expectations.
