The above argument in relation to public administration
system in Turkey reveals that Turkey evidently has
a weak local government with lack of "nancial resources
and authority to defend the interest of local people in
their constituencies. In the words of Ersoy (1992, p. 336),
the most important structural problem is that &no relationship
has been established between the functions and
responsibilities of municipalities and their income structures.
2one of the most important aspects of the problem
is persistently ignored'. Consequently, any approach
to sustainable tourism development in the absence of
strong local planning authority and involvement of local
communities in the planning process to some degree
seems to be very di$cult.
