Wilhelm's last words to Bismarck before he died: "It was never easy being Kaiser while having you in charge." According to the constitution of the German Empire the Emperor should have only played a representative and a minor political rule (he was the one to sign laws before they apply). Just like in the British monarchy. The Chancellor however could be seen as Prime Minister. In fact it's the same job but called differently for cultural reasons. Wilhelm II was not happy with that role and as the constitution required the Kaiser's approval for a new Chancellor he used it to establish puppets and rule through them
