The Plebiscite controversy
In 1927, Wood's veto of a bill passed by the legislature resulted in another stinging controversy. The bill in question provided for the holding of a plebiscite on complete, immediate, and absolute independence for the purpose of proving that the majority of Filipinos, and not just the politicians and the radicals, were in favor of independence. Wood vetoed the bill because the calling of a plebiscite yo determine the attitude of the Philippines with respect to its relationship with the United States was a matter not within the scope of the powers of the legislature under the Jones law.
