Special education policy
Educational policy is based on the provision of ‘equitable educational opportunities to
ensure all students have access to, participate in and gain positive outcomes from schooling’.
Terms such as integration or mainstreaming are no longer used in policy statements. The
focus is on a recognition that all students can learn and that the educational process
requires flexibility of programmes, organisation and structural arrangements to meet
students’ needs. This flexibility is sought through the use of inclusive curriculum practices.
