Thailand did not have the explicit regulations to promote SMEs before 2000, thus, the promotion and guidelines for the SMEs at that time was still unclear. Mostly SME-related policies, instead, were organized in the National Economic and Social Development Plan. SMEs were then seen as a good solution for economic growth as a result of the financial crisis in 1997. The 1st SMEs Promotion Act (2000-2006) was set in 2000 (B.E.2543) at the same time as the formulation of the Office of SMEs Promotion with the main responsibility of providing policy and plans for SMEs promotion.
