Regulatory bodies are working in an increasingly complex global environment (Casey, 2008). Accordingly, not only must they ensure that communication with their registrants and stakeholders is proactive and effective, they must also reach out to regulators in other jurisdictions to develop a shared understanding of issues, while respecting that the way the issues are addressed may differ from one jurisdiction to the next (Norman, 2002).
Interrelated Subsystems
The interrelated subsystems concept is described as the phenomenon in which the behavior of the total system is greater than the sum of the parts. While the preceding discussion could best be described as looking at the external environment and considering the macro level factors that affect regulation, this section examines the meso level in which subsystems and actors interact and respond to external forces. These subsystems can be described under a number of themes: clinical teams, education systems, service links, regulators, legislation, and regulatory functions.
Clinical Teams
The Federation of State Medical Boards (2008) points to the importance of teamwork and the associated need to reorientate education programs towards a primary-care approach. They also stress that more effective and efficient ways of working must be found to obtain better patient outcomes.
