Government intervention is somewhat limited
by international agreement. In accordance
with the 1994 Uruguay Round Agreements
(which established the WTO), the United
States is committed to importing roughly 1.25
million tons of sugar annually. Similarly, under
the North American Free Trade Agreement,
the United States must accept an increasing
amount of sugar imports from Mexico and
grant Mexican producers full access to the U.S.
sugar market by 2008.5 Despite those mild
constraints, the U.S. sugar program remains
highly interventionist
