4 MRTA’S RESPONSIBILITY
4.1 The MRTA undertakes to ensure that the Concessionaire’s personnel and its agents shall have reasonable access to all parts of the Railway System required to perform the Services subject to the restrictions on access necessary for the security of the Railway System or as set out in the approved Operating Rules and Procedures and Rule Book. This access shall include the right to use the Operations Control Centre for the purpose of performing the Services and the right to use the Depot for the purpose of performing the Services and storing Spares and equipment necessary for performance of the Services. This right of access will be granted in accordance with the Concessionaire’s approved Maintenance Services Plan.
4.2 The MRTA may at its sole discretion issue to the Concessionaire employee passes giving access for its personnel to the Railway System including, where necessary for the performance of the Services, free travel on trains in public service.
4.3 During the construction of the Railway System the MRTA will keep the Concessionaire informed of the MRTA’s policy concerning the development of the System Operating Plan and Operations Safety Plan.
4.4 The MRTA will provide such reasonable assistance within its ability to assist the Concessionaire in obtaining visas for members of its staff engaged in the performance of the Services (but without affecting the Concessionaire’s responsibility for obtaining such permits).
4.5 During the period of revenue service, the MRTA will keep the Concessionaire informed of the Train Scheduled Services prepared by the MRTA covering a future period and in accordance with the Applicable Timetable. The Concessionaire shall decide the number of trains required to meet the MRTA’s Scheduled Service requirements.
4.6 The Concessionaire shall be responsible for the particular works as specified in Appendix B and the MRTA shall review and approve such works.
4.7 The MRTA shall monitor the performance and regulate the activities of the Concessionaire in accordance with these O&M General Performance Requirements.
4.8 The MRTA shall coordinate with the Concessionaire on the corporate image to be adopted.
4.9 Not used.
4.10 The MRTA shall retain control over the AFC database with the responsibility of administering hardware and software of AFC central control and perform network administration for AFC Ethernet LAN and connection to backbone and to stations nodes.
4.11 The MRTA shall provide the Applicable Timetable for train service which applies to any particular day, as created by the standalone timetable development computer and uploaded into the signalling system.
5 SERVICES OBJECTIVES
5.1 General
5.1.1 The Operation and Maintenance of the Railway System shall support as follows:
(a) To provide safe, reliable, comfortable, convenient, efficient rail services for abler and mobility impaired passengers and their wheelchairs etc;
(b) To provide levels of Railway System safety and security those are equal to, or better than current railway industry standards;
(c) To allow for operational contingencies to support continued safe operation during Railway System facilities;
(d) To provide benefits to the general public and to stakeholders affected by the Railway System;
(e) To provide an environmentally compatible Railway System that considers;
(i) Environmental issues to be part of decision processes;
(ii) Design for minimum energy consumption and environmental pollutions; and
(iii) Protect the natural and urban environment;
(f) To allow and support for expansion of the Railway System capacity and network to meet projected future needs at planned locations and stations; and
(g) To accommodate standard proven products and solutions of the transportation industry.
(h) To provide maintenance of Automatic Fare Collection (AFC) system provided by the Concessionaire and consult on daily operation.
