According to the German Section 144 Prison Act, the prison cells should be designed like home and equipped with heating, be airy, floor and window space sufficient for a healthy conduct of life. According to this Act, prisoners should be accommodated in single cells at night time and shared accommodation only for those who needed assistance or their life or health is endangered, but many prisoners, presently, still have to share accommodation against their will. German prisoners will be provided food 3 times a day, prison uniforms and other basic necessities. A communal shower exists in all prisons, and a kitchen in some prisons. Smoking is allowed in their cells. Prisoners have the right to send and receive letters at their own expenses which the prison officers can monitor all letters. On the basis of prison acts, they have the right to receive visitors at least one hour per month while in practices, they were allowed more. Prisoners can apply for prison leave under certain conditions but it was reduced since late 1990’s.
