The theory considered most probable by many etymologists involves a method of measuring fabric. In the late 1800s, brass tacks were pounded into fabric store counters a yard apart from each other, to allow employees to accurately measure fabric lengths, but even this doesn't seem to relate in any logical way to the phrase "getting down to brass tacks," so we remain unsatisfied.
