Through the RNTCP, the central government in India supports management of tuberculosis programmes by state governments through supply of finances to fill gaps in the health workforce at district and state level, and by training all cadres of health staff and community volunteers on national guidelines for tuberculosis control.
Community volunteers receive performance-related incentives of about $5 on successful completion of treatment for every patient. In Tanzania, since only 35% of government positions are filled with qualified workers, the tuberculosis programme is training health workers, with providers from communities recruited to supervise treatment, and contracting the private sector to expand service delivery.
