•The World Bank’s study also points out that provision of public goods by the Local Administrative Organizations (LAOs) has been ineffectivedespite significant increases in LAOs’ share of public revenue, from 8% in 1999 to 26% in 2011.
•The main reason is that the process of decentralization does not give effective decision-making autonomy to LAOs; the central government continues to act on its traditional command and control functions.
