The ministry of Foreign Affairs presents its compliments to all diplomatic Missions, Consular Posts and International Organizations (DCIOs) Thailand and has the honour to inform them that the Ministry of Foreign Affairs and the Airports of Thailand Public Company Limited (AOT) have revised the measures regarding issuance of permanent (one-year) airport passes to DCIOs as follows.
1. Requests for permanent airport passes shall be submitted to the Ministry of Foreign Affairs only. Annual renewal of passes shall also be facilitated by the Ministry of Foreign Affairs.
2. Permanent airport passes issued shall be issued on an individual basis with the name and photo of the pass holder. Access will be restricted to within the airport building (Pass No.3). Should DCIOs require access to other areas of the airport, the Ministry of Foreign Affairs shall consider each request on a case-by-case basis,
3. Number of passes to be issued to each DCIO, the Ministry of Foreign Affairs shall take into consideration factors such as size of Mission, functional necessity and basis of reciprocity.
4. DCIOs are required to submit a Note Verbale to the Ministry of Foreign Affairs at least one month prior to the intended date of airport pass usage.
5. Temporary airport passes (24-hour validity) can be requested through the AOT directly. However, DCIOs are required to apply for such temporary passes by submitting a Not Verbale to the AOT at least 24 hours in advance.
The above-mentioned revisions are aimed at enhancing airport security in line with standards set by the International Civil Aviation Organization (ICAO) and International Air Transport Association (LATA), and shall be applied to all DCIOs with immediate effect,
