because public policy question are political, they immediately get tangled up in issues that we do not think of as simple ethical issues. The phrase, It's all politics, often means that the person saying it is so cynical about politics and the political process that he or she does not believe that normal rational perspectives can be applied. Instead, the person believes that self-interested, power-grabbing individual or groups are bending things to their own interest. While this cynical viewpoint about politics may or may not be correct, it does not move political issues entirely beyond the reach of ethics. As with all human activities, political activities have ethical consequences, and therefore they can be judged ethically.
