Promotive measures aim to enhance real incomes and capabilities, and promote improved opportunities and livelihoods, which is achieved through a range of livelihood-enhancing programmes targeted at households and individuals, such as microfinance and school feeding. They might also include conditional cash transfers which incentivise investments in human capital by promoting demand for education and health and help address gender inequalities, public works (indirect) road,
infrastructure, access to credit, asset transfers and livelihood diversification support programmes or micro-credit for livelihood promotion are also promotive social measures.
