If there is an appropriate market condition, possibility
of price reduction should be explored
to offer the system to lower income group.
The first two stages should target the segment of the community that have the courage and the ability to try new technologies.
This may include the village leaders and influential and/or respected community members.
At the end of the second stage, the program should have established the trust of the technology among the community, and the users have started to get the sense of ownership.
