This outline has been formulated without referring
directly to environmental issues, as the ideas were
developed inside a social science framework. Kapp
(1910–1976) was an exception with his very early
application of an institutional perspective to environmental
issues, including the points on pervasive and
systemic externalities, basic uncertainty and interdependencies
of environmental and social systems—
