Some public owners require such estimates in order for the county or city council to pass the formal motion authorizing bid advertisement. Each project must be evaluated based on its unique conditions and characteristics. Design contingencies should be set for each of these cost verification stages. The design contingency level should reflect the level of accuracy it is reasonable to expect from cost estimates at the various stages of the projects development. The project team should work together to develop the percentage allowable for design and construction contingencies on an individual project basis.
