Vietnam has a permissive, accepting and sometimes proactive regulatory approach toward
customary and affordable housing development. This coupled with the innovative small-scale
private housing construction and rental sector, has resulted in there being a very low incidence
of slums in Vietnamese cities. This is particularly striking when compared with cities in
countries which have even higher urban incomes (India, the Philippines, Indonesia, and Brazil
– to mention a few). More specifically, the following features have proven to be very successful.
