IMF triggers another round of criticisms

Deputy Prime Minister Krittiratt Na-Ranong has hit back at the international Monetary Fund for suggesting Thailand ditch costly subsidies for the rice pledging scheme ,saying the IMF should have come up with a more in-depth study on what solutions are suitable for Thai economy.
“We have our ways of helping farmers and are ready to listen to suggestions. But the IMF should also try to understand our economic structure better and offer solutions that are appropriate to the Thai economy and this country,” he said.
The IMF on Tuesday suggested Thailand drop the subsidies for rice growers, saying the lack of data and the scheme’s uncertainty have undermined confidence in the country’s public finances.
“With the pledging price about 40% above market prices,it is inevitable for the government to incur losses as long as the scheme remains unchanged,” the IMF said in its report.
“The government has committed 410 billion bath($13 billion) to the revolving funds for managing the scheme, but it is un clear how losses will be contained within the size of the funds. ”
The IMF also suggested the Thai government replace the paddy scheme with other subsidies that are more effective in supporting households such as schooling and more chances for the young workforce.
The rice-pledging scheme, a major vote-winning policy of Prime Minister Yingluck Shinawatra, has accumulated losses of at least US%4.46 billion(141 billion bath) since it was introduced in 2011, the report said.
Deputy Prime Minister and Commerce Minister Niwatthamrong Bunsongphaisan said every government in the past incurred losses of 80 billion bath a year from rice subsidy schemes.
The higher loss in this government of about 100 billion bath a year stems from more purchases of famers’grains, he said.
“We insist the rice scheme directly benefits farmers and helps to raise their income and reduce debt,” said Mr. Niwatthamrong.

Ms. Kirida said the rice-pledging scheme has discouraged farmers from doing other jobs that would otherwise add value to the country’s economy.
The estimated loss, representing less than 2% of gross domestic product, will not bring on a fiscal crisis, but the concern is the government may cut other expenditures to fund the rice-pledging scheme, she said.
Thai government have intervened in the rice market through a variety of measures since the early 1960s to help farmers.
The current scheme has been dogged by corruption and accusations the government has hidden its actual cost and losses.
Prof Somporn Isvilanonada, a senior fellow at the Knowledge Network Institute of Thailand, agrees with IMF’s suggestion of discarding the rice scheme, saying the government has spent as much as 688 billion bath to buy 44.1 million tonnes of rice but could sell only 140 billion bath worth so far.
Mr. Somporn said the scheme has pushed household debt higher,as most farmers spent more and saved less.
“Rice prices are still on a downward trend, as emerging countries such as Myanmar and Cambodia have ramped up their rice production, while demand remains the same,” he said.
“The government’s effort to sell its stockpile will remain a tough task.”
