Roadways in this state can last longer if a multimodal approach is taken toward movement of goods and people, about 100 individuals attending the inaugural Oklahoma Transportation Summit were told Thursday.
Utilizing rail for movement of cargo can remove some heavy trucks, while barges moving along the McClellan-Kerr Arkansas River Navigation System annually replaces thousands of trucks destined for seaports, panelists said.
First panel of the one-day seminar dealt with intermodal forms of transportation and how the four segments - rail, highways and streets, water and air - complement each other.
Thursday's meeting at the Marriott Hotel is believed to be the first time in state history that representatives of all segments of transportation "have come together under one roof, in one room" to discuss cooperative measures to improve the industry, said Stephen F. Lalli.
"When we started putting this together, we hoped to get 50 people here, kind of expected to get 75 and now we have more than 100 people who have registered," said Lalli, executive director of the sponsoring Oklahoma Good Roads and Streets Association. "We have a variety of transportation interests represented here, which is the first time that I know of that all segments of transportation in Oklahoma gathered. . .to discuss transportation in the state.
"By working together, we can make a difference."
Most of Thursday's speakers urged a continuation of cooperative attitudes and asked for a better overall transportation system.
An improved transportation system is the only way to encourage economic growth, that's why Gov. Frank Keating has given a high priority to it, Transportation Secretary Neal McCaleb said.
"Studies have shown there is a proportional relationship between economic expansion and a good transportation infrastructure," McCaleb said. "Improving our transportation infrastructure will enable us to provide a better quality of life for our children."
Speakers on the first panel were Oklahoma Aeronautics Commissioner Anita Floyd of Ada; Brent Morey of Frederick, director of the Red River Transportation Service, a public transit system; Bob Portiss of Catoosa, director of the Port of Catoosa and the Tulsa City-Rogers County Port Authority; and Joe Kyle, director of the Railroad Division of the Oklahoma Department of Transportation.
All segments of the industry make significant economic contributions to the economy, partly because of jobs they create, the panelists said.
But one aspect that's often overlooked, Morey said, is that in some rural areas public transit systems make it possible for people to hold jobs.
"They (Congress) talk about getting rid of welfare and putting people to work," Morey said. "But if you are poor and have no way to get to work, you can't hold down a job.
"In this regard, mass transit, or public transit, makes a significant economic impact on the state. We provide the service that links people to jobs."
Floyd and Morey both noted that their niches are net donors to federal transportation trust, in that the amount of taxes levied on their customers and businesses exceeds the amount of federal money returned to the state.
"We send 1.5 cents tax to the federal government for every gallon of gasoline that's bought in Oklahoma, which means about $30 million every year," Morey said. "Of that, we get back $2 million. That means that with our tax money, we are financing transit systems in San Francisco, Chicago, Los Angeles, New Orleans and New York City.
"There has to be some way to change that situation."
Oklahoma's aviation industry sends about $250 million annually yet receives $20 million of that back, Floyd said.
"We (the Oklahoma Aeronautics Commission) would like to get more of that money back. If we got more that means we would be able to provide money to handle the priority projects that we have on our five-year capital improvements plan," she said.
"There are still a lot of people out there who think that airplanes are rich people's toys. But that's not the case at all.
"In Oklahoma we have 149 public use airports with 10,543 licensed pilots and 4,173 aircraft based in Oklahoma. These are not the large airliners, but the smaller business and general aviation airplanes.
"This industry has an economic impact of $10.2 billion in this state every year, and that's not peanuts.
"All (publicly owned) airports in this state depend on the Federal Aviation Administration for funding."
Representatives from both industries have met with federal officials and Oklahoma's congressional delegation to get the tax donor status changed, Floyd and Morey said.
"That's a lot of money going away from this state," Morey said.
If rail service were more utilized in the state, it would benefit all of Oklahoma by taking traffic off roads, Kyle said.
"We receive federal funding to ensure a viable rail system because it is vital to Oklahoma," Kyle said. "What is the future of rail in this state? Well, industry is going to continue to grow, we're going to get new industry here and we must be ready to accept it and enhance that growth.
"Rail service is one way to enhance it."
Although each panelist spoke in detail about a particular segment of transportation, they seemed to be in agreement that all segments should work together. A cooperative effort which would include recruiting other segments, notably users of transportation, could have more influence on the Oklahoma Legislature and Congress, they said.
