Whereas the focus of phase 3 was establishing what to accomplish, phase 4 addresses how to accomplish it. What specific HR policies, programs, and practices will help the organization achieve its stated objectives? A great variety of activities can be designed during this phase.
These include diversity programs to make organization more attractive to a broader array of applicant; programs to improve socialization efforts so that good employees want to remain with the organization; programs to downsize or right size the organization, such as early retirement incentives and generous severance packages to complement the normal attrition process.
Evaluate, revise, and refocus.
When a company offers a product to the external marketplace, it is almost cerrtain yo evaluate the success of that product using some type of objective indicator. Likewise, the sucess of product and services offered in the company's internal marketplace should be monitored closely.
