The inclusive growth approach takes a longer term perspective. This is necessary
because of the emphasis on improving the productive capacity of individuals and creating
conducive environment for employment, rather than on income redistribution as a means
of increasing incomes for excluded groups. Due to this longer term perspective, there is
an explicit focus on structural transformation and internal migration in the inclusive
growth analytics framework. 22 The goal is to identify a bundle of binding constraints
rather than the binding constraint, and then sequence these constraints to maximize
inclusive growth in a country.
