The underlying priority is, of course, to deliver services to children through home-visits, home daycare, integrated child development centres and formal and informal learning activities34. Regardless of the strategy, it is essential to develop accessible and responsive systems of service delivery that reach out to and are inclusive of even the most vulnerable children and families. The key is to ensure that service providers are reoriented towards outreach and facilitation of family and community action, not remaining simply reactive to those who come to service centres seeking (generally curative, rather than preventive and promotive) care.
