1. Introduction
Water environment is confronted with increasingly heavier
pollution burden induced by economic development and population
growth with unsound water environmental policies, especially
in developing countries (Varis and Vakkilainen, 2001;
Voeroesmarty et al., 2010). Some policies proposed separately for
water pollution control are insufficient without taking water
environment and socioeconomic development into consideration
as a whole. A large number of researches have been devoted to
