Cleanup crews were hard at work along a stretch of the California coastline on Wednesday, after a broken pipeline sent thousands of gallons of crude oil into the Pacific Ocean the day before. The spill happened about 20 miles northwest of Santa Barbara, and created an oil slick about four miles long.

U.S. Coast Guard officials initially estimated that about 21,000 gallons of oil had made its way into the ocean. They cautioned, however, that the figure could change as planes fly over the slick and determine the full scope of the damage.

The spill was first discovered after authorities responded to reports of a foul smell near Refugio State Beach around noon on Tuesday. By that time, a half-mile slick had formed in the ocean. Officials traced the oil to an onshore pipeline owned by a company named Plains All American Pipeline. The line spilled oil for several hours into a waterway crossing under the U.S. 101 freeway, and then into a storm drain that empties into the ocean, before it was shut off.

“Plains deeply regrets this release has occurred and is making every effort to limit its environmental impact,” the company said in a statement.

Cleaning Up

The U.S. Coast Guard, Santa Barbara County emergency officials, and state parks officials began the process of cleaning up the area. Clean Seas, a nonprofit group that responds to oil spills, also provided help. Workers in heavy boots and gloves fanned out across Refugio State Park beaches to remove sticky black gobs of oil stuck to sand and rocks. About 850 gallons of oil have been recovered so far, according to U.S. Coast Guard spokesperson Jennifer Williams.

This particular area of the California coastline houses a fragile and complex ecosystem that will likely be impacted by the spill in the coming months.

“To see this level of spill in such a sensitive and treasured environment is devastating to watch,” said Owen Bailey, executive director of the Environmental Defense Center, in a statement. “These waters are known as the Galapagos of North America with numerous species of endangered whales migrating through marine protected areas.”

History Repeats Itself

The pipeline break happened on the same stretch of coastline as a 1969 spill. At the time, it was the largest spill ever in U.S. waters, with several hundred thousand gallons seeping from a blowout on an oil platform. Thousands of sea birds were killed, along with many marine mammals.

Until the full scope of the damage from the latest spill is known, officials cannot say how long the cleanup will take, or whether Refugio Beach and other nearby areas will reopen in time for Memorial Day weekend.

Since oil spills have led to environmental disasters, safety measures and tighter rules have been put in place. But environmentalists say that more needs to be done to prevent future harm to marine ecosystems. “This is an important reminder that we must redouble our efforts to make safer, cleaner and forward-looking decisions on energy production,” said Bailey.
